Indonesia Plans Rehabilitation Policy for Drug Inmates Amid Prison Overcrowding
President Prabowo has asked the law minister to develop a rehabilitation policy for drug users in custody, as Indonesia’s prisons hold far more inmates than their stated capacity.
Indonesia’s government is preparing a rehabilitation policy for drug users serving time in the country’s correctional facilities. The initiative comes as official figures show a prison system under substantial pressure, with narcotics-related offences accounting for more than half of the inmate population.
A policy response to overcrowding
President Prabowo Subianto has instructed Law Minister Supratman Andi Agtas to coordinate with other ministries and agencies on a comprehensive rehabilitation plan for drug users in prison, according to ANTARA. Supratman said the request followed a limited cabinet meeting at the Presidential Palace Complex in Jakarta.
The directive addresses a large mismatch between the number of people held in the national prison and detention system and its stated capacity. Directorate General of Corrections data cited by ANTARA puts the population at more than 271,000 inmates, against capacity of approximately 146,000, as of April 2026. The reported overcrowding rate was about 85 per cent.
As of May 4, 2026, 146,284 inmates, or 53.9 per cent of the national prison population, were incarcerated for narcotics-related offences, according to official records cited by ANTARA.
The figures establish the scale of the challenge facing the proposed policy. They do not, by themselves, indicate how many people would qualify for rehabilitation or how many prison places a programme might free. Those questions depend on eligibility rules and implementation, which are still to be developed.
Rehabilitation criteria remain to be defined
National Narcotics Agency (BNN) Head Suyudi Ario Seto said the agency would work with relevant ministries to define criteria and mechanisms for medical and social rehabilitation. His remarks concerned people involved in narcotics cases who had been processed and detained but still required rehabilitation.
That distinction matters to the design of the policy. The announcement refers to drug users in custody, not a general transfer of all people convicted in narcotics cases out of prison. The report provides no final eligibility criteria, timetable, or operational details. A further coordination meeting is expected to examine the rehabilitation effort, Suyudi said.
A comprehensive approach would therefore need to resolve practical questions before its reach becomes clear: how authorities identify people who require treatment, what form of medical or social support is appropriate, and how agencies coordinate while individuals remain within the correctional system. These are questions raised by the announced work, rather than settled elements of a published plan.
A wider legal-access initiative
Supratman also briefed the President on access to legal assistance through community legal aid posts, known as posbankum. ANTARA reported that approximately 83,960 posts had been established across villages and urban communities nationwide.
The minister said the posts had received approximately 16,000 complaints. Around 14,000 cases were resolved through mediation using a restorative justice approach, while the remaining 2,000 were receiving free legal aid services.
The legal-aid update is separate from the prison rehabilitation proposal, but it sits within the same account of the minister’s report to the President. The figures describe a broad network and a substantial volume of complaints, while leaving open what kinds of cases were handled and how outcomes are assessed. They should not be read as evidence that the planned prison policy has already been implemented.
What this means for investors
For investors, the announcement is chiefly a signal of government attention to correctional pressures and rehabilitation. It is not yet a detailed policy framework, and the source gives no basis for estimating its budget, timeline, or effect on prison capacity. Those assessments will depend on the criteria and mechanisms now being developed by the ministries and agencies involved.
The reported scale of narcotics-related incarceration also shows why rehabilitation has entered the discussion of overcrowding. But the relationship between a new programme and the wider prison population remains uncertain until the government explains who can take part and how the process will work.
The next meaningful developments will be the publication of eligibility criteria and the practical arrangements for medical and social rehabilitation. Until then, the plan is best understood as a policy direction responding to documented strain, rather than a completed reform with measurable outcomes.
Indonesia’s proposed approach now turns on the details its agencies produce: those will determine whether rehabilitation becomes a defined part of correctional policy.
